The Giants had the best bullpen in baseball in the first half of the year. However, the baseball season is a long one and often a war of attrition. They began the year with Camilo Doval, Erik Miller, Tyler Rogers, and Randy Rodríguez in the bullpen.
By the end of the year, Miller and Rodríguez were on the injured list, and Rogers and Doval had been traded to the New York Mets and New York Yankees, respectively. That strength earlier in the year had eroded into a liability.
The current iteration of the bullpen includes Miller, Joey Lucchesi, Joel Peguero, Matt Gage, and a few others. Rodríguez will likely miss all of next season after undergoing Tommy John surgery in September. To say that there is a lot of work that needs to be done is a massive understatement.
That said, rebuilding a bullpen is easier said than done. Many front offices are not comfortable with that process. Simply investing more money or resources into the bullpen does not always lead to a return on investment.
For example, the Yankees made several additions to the bullpen over the past year. This included Devin Williams, Camilo Doval, and David Bednar. That unit finished with a 4.37 ERA, which was 23rd in baseball last season.
As Jeff Passan notes, the Giants do have a quality that should appeal to the top of the market:

Williams is coming off a season in which he posted a 4.79 ERA in 67 outings. While that was the worst mark of his career, he still performed at an elite level in several areas, including whiff and chase rates.
Teams will likely not put too much weight into his ERA, and pitching at Oracle Park would only help Williams' numbers. There should have no shortage of interest this offseason, and that likely means there will not be much of a discount factor.
